Municipal Environmental Governance (MEG) Project – Phase II
eCitizen - Connecting and solving problems remotely
Living in smaller communities often means slower problem solving and a sense of being overlooked. If you live outside the city centre, you get used to waiting: You wait for a hole in the road to be repaired, for a trash can to be placed, or for someone to answer a simple question. However, today's digital solutions are changing this. The eCitizen platform enables residents of even the smallest towns to communicate quickly and directly with the local administration without having to visit the municipality or write official letters.
A fast and efficient voice from the village
In Nova Topola, in the city of Gradiška, Siniša Pauković, the president of the local community council, points out the important role played by the eCitizen platform in their everyday lives: 'We have received several reports. They can be anonymous, and people can introduce themselves. One report was about a pavement that had been usurped by a building investor. We received a response within 24 hours and an inspector visited the site within three days. The problem was solved immediately.'
This case illustrates what eCitizen offers: speed, efficiency and transparency. Pauković regularly talks to locals and encourages them to use the application because, when a tool works, it would be a shame not to use it.
A solution is at your fingertips, even on the bus!
Marija from Glamočan in the town of Laktaši submitted her application while on her way to work. 'I reported the need to install a trash can at the bus stop near my house. I reported the problem on the bus, and I would encourage all citizens to use the application. No matter how innocuous the request may seem, it will surely be resolved.'
Her example shows how easy eCitizen is to use. It doesn't take up much of your time or cause any complications. All you need is a mobile phone and a willingness to contribute to the community.
Digital support in Ostrožnica
In the town of Bosanska Krupa, specifically in Ostrožnica, Velaga Halilović reported a pothole on a local road. His application was resolved quickly: 'My request was answered quickly and my problem was solved. I would really recommend the app to everyone."
Neither distance nor community size is an obstacle when there is a will and a digital tool to connect citizens and the administration.
A tool for shared change
eCitizen enables you to make your voice heard, no matter where you live. The platform removes barriers, shortens the response time, and gives every citizen access to the same services and solutions as those in urban areas, regardless of their location.
With eCitizen, problems don't get lost in administrative drawers — they go directly to the people who can act on them. Rather than guesswork and passivity, users get a clear channel of communication. See:

eCitizen erases borders
eCitizen is not just another application that we download and then forget about. It becomes a daily tool for solving problems and connecting people with institutions. In rural communities, where physical distance is often a barrier, eCitizen removes those boundaries. It enables all residents to register, propose ideas and participate in real time.
Communities do not change by themselves. They are changed by people. Small changes start with a simple sign-up, and eCitizen gives you the power to make those changes happen, no matter where you live.
eCitizen was developed within the framework of the Municipal Environmental Governance Project (MEG), which is jointly financed by Switzerland, Sweden, the Czech Republic and the European Union, and implemented by the United Nations Development Programme (UNDP) in Bosnia and Herzegovina.
